In disaster situations, children are the most vulnerable. Abusers and trafficking networks take advantage of chaos, desperation, and lack of registration to operate in shelters and aid centers. As citizens and volunteers, we must take the lead to protect them.
Immediate action at shelters
Single access point
One entrance and exit under constant watch by a designated volunteer. Shelters are not open access.
Strict registration
Every minor registered with name, age, and accompanying adult's data. Even if it's their parent.
Delimited children's area
Visible physical barrier where children are constantly supervised. No adult enters freely.
Two-adult rule
No volunteer or civilian may be alone with a child. Not in rooms, bathrooms, or vehicles. Minimum two adults always.
Children alone = highest priority
If a child is alone, they are the top priority. Never take your eyes off them.
Prevent illegal transfers
Active suspicion
If someone claims to be family, friend, or neighbor asking for a minor, do not hand them over. Hold them in a safe space, register their identity, name, phone, and take photos as record.
Zero improvised adoptions
By international law, adoption processes in disasters are frozen. This prevents trafficking networks from operating under humanitarian fronts.
Mandatory verification
Hold anyone asking about a minor until an authority confirms their identity. No matter who they claim to be.

Reactivate schools immediately
Even recognized temporary camps. School environments are the best daily filter to ensure children are safe.
Digital responsibility
DO NOT post photos with faces of children alone, crying, or with family data or location. That is a catalog for criminals, not help.

If you see an account posting children's data, demand they remove it. Instead of helping, they are creating a catalog for criminals.
