Immediate action at shelters

Single access point

One entrance and exit under constant watch by a designated volunteer. Shelters are not open access.

Strict registration

Every minor registered with name, age, and accompanying adult's data. Even if it's their parent.

Delimited children's area

Visible physical barrier where children are constantly supervised. No adult enters freely.

Two-adult rule

No volunteer or civilian may be alone with a child. Not in rooms, bathrooms, or vehicles. Minimum two adults always.

Children alone = highest priority

If a child is alone, they are the top priority. Never take your eyes off them.

If someone claims to be family, friend, or neighbor asking for a minor, do not hand them over. Hold them in a safe space, register their identity, name, phone, and take photos as record.

Hold anyone asking about a minor until an authority confirms their identity. No matter who they claim to be.
